A representative of the Italian Ministry of Health also attends Steering Group meetings as an Observer.

To ensure that the two reports are relevant to European policymakers, the Steering Group has agreed a programme of regular consultation.

Meetings with the European Commission (DG SANCO, DG Enterprise and DG Information Society) helped select the 2 topics investigated, and continuing contacts with the Commission serve to align the investigation with European initiatives. Meetings are also held with the Ministries of various Member States.

For the four reports presented in Helsinki in February 2007, the Steering Group was as follows:
